Photo Archive

Hi- I'm looking for suggestions on how to re-organize my company's photo archive. We produce alot of publications, catalogs and brochures- and we have a ton of photos! We haven't been able to come up with a photo archive that seems to work. Both the physical and digital storage. Any suggestions? Should we file by subject, photographer, publication? And how do we keep track of them when they're pulled from the files? HELP!!!!!
